GSA Pre-Qualification

Before award, GSA completed a pre-qualification review of the schedule so agencies can order with confidence. GSA:

• Determined the schedule holder’s prices fair and reasonable prior to award, per FAR 8.4.
• Reviewed the schedule holder’s financial and technical qualifications.
• Established labor categories and ceiling rates that agencies can order against directly.

How to Order

   Identify the scope of work and the labor categories or products needed.

   Request quotes from schedule holders through GSA eBuy or a direct RFQ.

   Evaluate for best value

   Compare responses using factors such as:

   • Price
   • Past performance
   • Technical or domain expertise
   • Delivery / period of performance

   Place the order

   Issue a task or delivery order directly against the schedule — no separate competition required.
